TOU billing has been implemented to change consumer behaviour, and thus ease the strain of energy usage required at its most in-demand time, decreasing the likelihood of power outages and over-generated power. TOU has become an effective way for utilities to smooth consumption demand and allow consumers to take control of their energy bills. This added control has also allowed customers to cut costs by reviewing their power usage and making use of tools and practices such as load shedding and running equipment at off-peak hours.
